A Rakuten Mobile bill on the SAIKYO Plan is ¥1,078 up to 3GB, ¥2,178 up to 20GB, and ¥3,278 for anything over 20GB, tax included. On top of that there's ¥3.3 a month in fixed industry fees, and calls are free only if you make them through the Rakuten Link app.

The three tiers, and what moves you between them

There's one plan, and the price is set by how much data you used that month. You don't pick a tier in advance.

Two billing rules are worth knowing. Data used on overseas roaming counts toward the same monthly total, so a week abroad can push you up a tier. And the plan price isn't prorated in the month you join or leave: you pay the tier matching the data you actually used. The small fees on every bill

Rakuten's official price list shows three pass-through fees:

  • Telephone universal service fee: ¥2.2 a month (from January 2026 usage).
  • Telephone relay service fee: ¥1.1 a month (from April 2025 usage).
  • Broadband universal service fee: ¥2.2, charged for March 2026 usage only, so it isn't on current bills.

So a 3GB month is ¥1,078 plus ¥3.3, roughly ¥1,081.

The one fee that catches newcomers: paying by bank transfer (口座振替) adds ¥110 a month, and you can't use Rakuten points toward the bill on that payment method. If you have a credit card that works, use it.

What calls actually cost

Domestic calls and SMS are free through the Rakuten Link app. From your phone's standard dialer they aren't:

  • Standard dialer calls: ¥22 per 30 seconds. A 10-minute call to your landlord is ¥440.
  • Standard SMS: ¥3.3 per 70 full-width characters.
  • Numbers starting with 0570 and some special numbers like 188 aren't free even through Rakuten Link.

On iPhone, Rakuten Link can't receive calls or send SMS. Incoming calls arrive in the normal Phone app and are free, and texts go through the standard Messages app at the SMS rate.

If you can't use Rakuten Link for work reasons, the 15-minute unlimited-call option is ¥1,100 a month and covers standard-dialer calls up to 15 minutes each. It pays for itself once you'd otherwise spend 25 minutes a month on short standard-dialer calls.

Calls to numbers outside Japan are charged by country. If you call home a lot, the international unlimited-call option is ¥980 a month (not taxed) for calls made through Rakuten Link to the covered countries.

Points back

You earn 1 Rakuten point per ¥100 of the pre-tax plan price, so roughly 9 points on a 3GB month and 29 on unlimited. The bigger effect is outside your bill: being a Rakuten Mobile user adds +4x points on Rakuten Ichiba shopping (entry required, capped at 2,000 points a month). If you pay by card, you can put points straight back into the phone bill.

Who this isn't for

If you talk on the phone for hours and won't use Rakuten Link, those ¥22 half-minutes add up quickly, and a plan with calls built in may be cheaper. And if you reliably use under 3GB and never need more, check the budget plans in the plan finder before settling on ¥1,078.
